What is SSS OFW Coverage?

Under Republic Act No. 11199 (Social Security Act of 2018), SSS membership is compulsory for all Overseas Filipino Workers, both land-based and sea-based. This means if you’re working abroad, you’re required by law to be an SSS member and pay contributions.

Who is Considered an OFW?

An OFW is defined as a Filipino who is to be engaged, is engaged, or has been engaged in remunerated activity in a country of which they are not an immigrant, citizen, or permanent resident. This includes:

  • Land-based OFWs – Workers in foreign countries (domestic helpers, nurses, engineers, etc.)
  • Sea-based OFWs (Seafarers) – Workers on international vessels (seamen, cruise ship staff, etc.)
  • Filipinos with work contracts – Even if you haven’t left the Philippines yet

Note: Filipino permanent migrants, immigrants, permanent residents, and naturalized citizens of other countries may still join SSS on a voluntary basis.

SSS OFW Contribution Rates 2026

For Land-Based OFWs

Land-based OFWs pay the full 15% contribution rate based on their declared monthly earnings (Monthly Salary Credit or MSC).

Notes:

  • Minimum MSC for OFWs is ₱8,000 (higher than the ₱5,000 for local members)
  • Maximum MSC is ₱35,000
  • For MSC above ₱20,000, additional contributions go to the MySSS Pension Booster (MPF)
  • Regular SS contribution is capped at ₱3,000 (15% × ₱20,000)

For Sea-Based OFWs (Seafarers)

Sea-based OFWs follow the employee-employer contribution scheme:

The manning agency deducts the seafarer’s share from their salary and remits the total contribution to SSS.

How to Register as an OFW Member

For New Members (No SS Number Yet)

Step 1: Online Registration

  1. Go to SSS Online Registration
  2. Click “Apply for an SS Number Online”
  3. Fill out the registration form with your personal details
  4. Upload supporting documents:
    • Birth Certificate (PSA)
    • Valid ID (Passport, Driver’s License, PRC card)
    • Seaman’s Book (for seafarers)
  5. Submit your application
  6. Wait for your SS Number to be issued

Important Reminders:

  • Your SS Number is a lifetime number – never apply for a new one
  • If you already have an SS Number but forgot it, contact SSS through their channels
  • Coverage starts on the month of your first contribution payment

For Existing Members Transitioning to OFW Status

If you were previously employed locally and are now working abroad:

  1. Log in to your My.SSS account
  2. Update your membership type to OFW
  3. Declare your monthly earnings abroad
  4. Start paying contributions at the OFW rate

How to Pay SSS Contributions While Abroad

Step 1: Generate a Payment Reference Number (PRN)

  1. Log in to My.SSS
  2. Go to Payment Reference Number (PRN) tab
  3. Click Contributions > Generate PRN
  4. Select applicable months and MSC
  5. Click “Generate PRN”
  6. Print or save your Statement of Account

Step 2: Pay Using Your PRN

Method 2: Through Authorized Representatives

You can authorize a family member in the Philippines to pay on your behalf:

  1. Generate your PRN through My.SSS
  2. Send the PRN to your representative
  3. They can pay at any SSS-accredited payment channel

Payment Deadlines for OFWs

Example: For contributions covering January to December 2026, land-based OFWs can pay anytime within 2026.

Important: You can pay contributions in advance for multiple months or even years. However, if contribution rates increase, you may need to settle the difference later.

Changing Your Monthly Salary Credit (MSC)

For OFWs Below 55 Years Old

You can change your MSC without limits:

  • Increase or decrease anytime
  • No frequency limit per year
  • No need to submit proof of earnings
  • Cannot go below minimum MSC of ₱8,000

For OFWs 55 Years Old and Above

More restrictive rules apply:

  • Can only increase MSC once per year
  • Limited to one salary bracket increase from your last posted MSC
  • Exceptions apply if:
    • You’re transitioning from employee/self-employed to OFW for the first time (unlimited increase allowed)
    • Maximum MSC ceiling increases (can jump to new max)

Loan Privileges

OFWs can also avail of:

  • Salary Loan – Up to 2 months’ MSC
  • Calamity Loan – For members in calamity-declared areas
  • Pension Loan – For pensioners

Note: Loan applications are done online through My.SSS.

MySSS Pension Booster (Mandatory Provident Fund)

For OFWs with MSC above ₱20,000, additional contributions go to the MySSS Pension Booster. This provides extra benefits for:

  • Retirement
  • Permanent total disability
  • Death

The Pension Booster amount is the total accumulated value of your contributions plus investment earnings, paid out together with your regular SSS benefits.

Claiming Benefits from Abroad

Most benefits can be filed through your My.SSS account:

  3. Select the benefit type
  4. Upload required documents
  5. Submit application

Tips for OFWs

  1. Keep contributing consistently – Gaps can affect your benefit eligibility
