Registering new employees with PhilHealth is a legal requirement under the National Health Insurance Act (RA 7875) and Universal Health Care Act (RA 11223). This guide walks employers through the complete registration and remittance process.

Step 1: Register as an Employer

Before enrolling employees, your company needs a PhilHealth Employer Number (PEN).

For Companies Registered Before July 1, 1999

  • Automatically enrolled if registered with SSS
  • Update PhilHealth records if needed

For New Employers

Register via Philippine Business Registry (PBR) or at PhilHealth office with:
